Start by preparing all the ingredients. Clean the mutton thoroughly and dice it into bite-sized pieces. For the vegetables, peel and slice the carrots, potatoes, and turnip. Chop the onions and mince the garlic. This will ensure that when the cooking starts, everything proceeds smoothly.
Cooking
Heat the vegetable oil in a large kazan over medium-high heat. Once hot, add the onions and garlic, sautéing them until they are soft and fragrant. This should take about 5 minutes. Add the mutton pieces to the kazan, searing them until they are browned on all sides. The browning of the mutton will add depth and flavor to the dish.
Next, add the carrots, potatoes, and turnip into the kazan. Stir everything together to combine well. Sprinkle in the cumin, salt, and black pepper to season the mixture. Make sure all the ingredients are coated with the spices.
Pour in the water until it covers the ingredients. Bring to a boil, then reduce the heat to low. Cover the kazan and let it simmer gently for about 90 minutes. Set a cooking timer for this. This slow cooking will allow the flavors to meld beautifully and the mutton to become tender.
