Preparation
Before you start cooking the birria, prepare the ingredients carefully to ensure that the flavors meld perfectly.
Step 1: Prepare the Meat
Clean the beef shank and beef short ribs under cold water to remove any bone fragments. Pat the meat dry with paper towels and cut it into manageable pieces. Season generously with salt and pepper.
Step 2: Toast the Chiles
Carefully remove the stems and seeds from the dried guajillo chiles, dried árbol chiles, and dried pasilla chiles. Toast them lightly on a skillet over medium heat until they become fragrant. This should take about 1-2 minutes.
